Major responsibilities
The M&E Advisor will be part of a small M&E team helping to develop, embed and sustain a robust M&E practice and culture of critical reflection across all phases of programme development, implementation and consolidation of SNV development.
SNV is looking for a seasoned M&E practitioner who will be responsible for the following tasks and deliverables:

Help SNV Sector Leaders and their teams to translate SNV planning, monitoring and evaluation standards and expectations into practice at project level
Support Country Director and Sector Leaders in nurture and sustain culture of critical reflection and results consciousness across all project teams
Ensure consistency and coherence of M&E systems ct' project level, in alignment with SNV M&E framework as well as donor requirements per project.
Design and facilitate the implementation of project specific monitoring and evaluation systems compliant with donor contracts and SNV standards
Guide and assist profect teams with collection, synthesis and analysis of M&E data including management of computerized/manual project level databases
Lead and support project teams in generation of periodic thematic reports including updating project online M&E systems within SNV (PME) or for specific donors
Facilitate/Co-ordinate and/or conduct baseline studies, project mid-term internal and thematic evaluations
In liaison with project managers, facilitate periodic project performance reviews
In liaison with the Sector Leaders, prepare for and facilitate capacity building of staff on M&E tools and practice including training where needed.
Work effectively with other M&E advisors in SNV Zimbabwe and in close collaboration with the global M&E team at SNV Head Office
Provide M&E support or supervision to SNV associates and consultants under guidance of Programme Managers and Sector Leaders
Support project managers and their teams in preparation of donor and other reports


Requirements
Knowledge, skills and abilities

The Monitoring and Evaluation Advisor should have the following competencies, qualifications and experience.

A Master's degree in a development related field, e.g. Social Sciences, Agriculture, Renewable Energy or Water and Sanitation.
At least 3-5 years working experience in monitoring and evaluation.
Knowledge of and proven application of in both quantitative and qualitative M&E theory and techniques especially in a 'results based funding' context.
Proven work experience in and on projects funded by key donors such as USAID, EU and UN agencies
Strong analytical capabilities and able to synthesise complex information from different perspectives
Proven capacity to take responsibility, work independently and account for agreed results
Ability to lead M&E activities on multiple projects.
A proven team player with strong relational skills
Proven capabilities to write clear logical and informative reports in English.
Ability to develop, manage and monitor budget expenditure
Good appreciation and conceptualization of integrated programming
Computer literate and able to work with various packages; Ms Excel, Word, Power Point and SPSS a must.
Able to operate in a matrix management structure.
