Provincial Pharmacy Manager

Job Summary
Background: The MOHCW with technical and financial assistance from the SCMS Project, a U.S. Agency for International Development-funded technical assistance project implemented in Zimbabwe by JSI Research and Training Institute, Inc., is recruiting for a Provincial Pharmacy Manager for Matebeleland South. This position will report directly to the Provincial Medical Director (PMD) for Matebeleland South.

Works with the MOHCW PMD and DPS to quantify essential health commodities requirements and to identify and resolve issues related to the supply chain management of those commodities in the provinces,
Collaborates with NatPharm, donors and suppliers to ensure a continuous supply of essential health commodities within the province.
Monitors the distribution of essential health commodities from NatPharm to all health facilities in the province, and collaborates with NatPharm Distribution Co-ordinator and Area Co-ordinators to ensure equitable distribution of essential health commodities.
Collects data on all excess stocks within the province and facilitates the redistribution thereof.

Description
Key Functions:
The overall purpose of the Provincial Pharmacy Manager position is to monitor supplies of all essential commodities including HIV/AIDS, TB, MALARIA, REPRODUCTIVE HEALTH commodities), ensure equitable distribution of these commodities, and collect and analyze LMIS information from Districts in Matebeleland South Province. The Pharmacy Manager works closely with the MOHCW PMD, the Directorate of Pharmacy Services (DPS) and NatPharm to identify, highlight, and fill gaps in supply chains.

Responsibilities and Tasks:
Responsibilities include but are not limited to:
Administer and co-ordinate pharmacy services and activities in the assigned province
Ensure stock management and security of medicines and medical supplies as well as rational drug use at all levels in assigned province Monitor adherence to standard treatment guidelines
Provide information and advice to prescribers and other users of pharmaceuticals at all levels
Design and sustain in conjunction with NatPharm an efficient arid cost effective distribution schedule for the delivery of pharmaceuticals and medical supplies Provide feedback to DPS on the situation of the pharmaceutical services at provincial level
Manage the medical and surgical vote and be an active member of the Provincial Health Executive
Advise on medicines and medical supplies-related issues at provincial level for budget allocation, training needs, annual plans and projections Advise on policy making for disease outbreaks, medicines and medical supplies shortages
Collect of data to assist in revision of EDLlZ, modules and participate in revision exercises
Collaborate with all other departments at the PMD office
Conduct pharmacy services related surveys within the province
Provide quarterly and annual reports to DPS, PMD and DMO covering medicines and medical supplies availability, staffing, constraints, and achievements Recommend district pharmacy staff (pharmacists, pharmacy technicians) for engagement, disciplinary action and advise on deployment of district pharmacy staff and delegation of duties
Assist in arranging training of pre-registration pharmacists and pharmacy technicians in hospital facilities and ensure appropriate orientation and support for new pharmacy staff
Assist ZNFPC and NatPharm warehouse controllers to conduct monthly physical inventories of the DTTU and ZIP commodities at their respective warehouses
Prepare the budget for travel and subsistence allowances for delivery teams
Assist in conducting ZIP/PHCP system, drug management and DTTU system delivery team trainings
Monitor and evaluate the ZIP/PHCP, ZADS, DTTU and Essential Drug distribution systems in the province and take any actions as necessary
Review ZIP/PHCP and DTTU Post-Delivery Reports written by Team Leaders from districts and submit to the Distribution Coordinator and follow up issues Follow up reports/orders for TB medicines by diagnosing sites and follow up Ol/ART sites not placing orders on time to the LSU
Perform other duties as assigned by the PMD as necessary

Qualifications:
Bachelor's degree in pharmacy;
professional qualification in pharmacy and relevant experience;
five (5) years' progressively responsible experience in health commodities logistics management;
knowledge of the MOHCW national health strategy and policies;
very good reporting and writing skills in English;
ability to conduct effective public presentations;
demonstrated skills in representation, liaison and collaboration with government, private and non-governmental organizations;
demonstrated skills in word processing and use of spread sheets;
demonstrated knowledge of the Zimbabwe public health sector; police clearance;
good physical and mental health.
