Position Summary:
Responsible for direct financial oversight pertaining to assigned country portfolio (SASS), including areas such as performance management, operational accounting, audits, budgets, and leading accounting system implementations and conversions. Provides direct leadership and mentoring to field Finance Directors. Will work closely with the Sr. Finance Officer for the SASS portfolio, as well as the assigned portfolio G&C team member.
Specific Duties and Responsibilities:
Routine Financial Matters (20%)
•Regular follow-up with field Finance Director on action items •Participate in CMT and project management meetings, including New Award and Closeout meetings •Project closeout financial responsibility •Communicate and enforce operational accounting directivesReporting & Analysis (25%)
•Monthly review of Life-of-Project (LOP) Reports, including subaward financial status, budget analysis and cash management oversight •Donor report review / submission & invoicing oversight •Coordinate desk reviews & tests of internal controls of field finance activities with Internal Audit
Supervision & Development (25%)
•Site Visits to each portfolio Country Office on at least an annual basis •Performance Management of Field Office Finance Deliverables – timeliness / completeness / accuracy •Evaluate performance of field Finance Director in tandem with Country Representative •Conduct “Pact” accounting system and process trainings for field staff capacity building •Provide orientations to Country Representatives & Field Finance Directors
Special Projects (30%)
•New Business Development (NBD) Proposals – Coordinate with Field to obtain appropriate financial data & review proposal budget in conjunction with NBD Proposal Analyst •Lead field accounting system implementations / conversions and training on Pact usage •Audit Coordination - Internal audit corrective actions oversight; coordinate external audit testing •Field Finance Director transitional backstopping •Other assignments provided by the Deputy Director
Qualifications:
•Thorough knowledge of GAAP financial reporting along with USG contract terminology and policies with strong financial accounting, modeling and analytic skills to ensure accurate and timely reporting and analysis of information to management •Demonstrated knowledge of financial software and accounting systems for reporting purposes and proficiency with Microsoft Office, Outlook and other computer-based applications - Microsoft Serenic Navigator a plus •Exacting with quantitative data •Excellent written and verbal communication skills, including the ability to articulate results and recommendations of analysis to a variety of audiences within the organization (for example laterally across peers, and upward to senior management) •Strong sense of natural curiosity to study a problem and identify root causes, and make logical connections/ conclusions from scattered data •Strong interpersonal skills ability to work across organizational boundaries •High energy, self-starter with drive and confidence to get tasks accomplished •Must be detail oriented, but can easily grasp the "big picture" •Deadline oriented •Proven ability to work in a multicultural environment •Ability and willingness to travel at short notice for several weeks at a time •Passion for international development
Education and Experience Requirements:
•BA/BS in accounting, finance, engineering, business administration or related field. Higher degree or certification preferable. •Minimum of 5 years comparable financial management experience required; 10 years of directly related financial experience in conjunction with management experience may be considered. •Experience in financial management of US Government awards and subawards a must, preferably USAID. Experience with bilateral / multilateral donors a plus. •Audit experience preferred. •Professional experience in the region or knowledge/experience of similar setting is highly desirable.
