Position Summary: The COP is responsible for meeting the project’s technical objectives, managing financial resources managing program staff, managing partnering agreements, maintaining good working relationships with host government officials and local partners, managing donor reporting and ensuring a high-quality delivery of services.
S/he must also ensure that systems are in place and being properly implemented, ensuring that all Pact’s activities and programs are in alignment with Pact policies and guidelines. The COP oversees the proper stewardship of resources as well as the well-being and safety of Pact staff.
S/he is responsible for all senior representation work with the local government, the donor community as well as other stakeholders in the country.

Specific Duties:
Program Implementation and new business development
Ensure implementation of CSSP project in accordance with USAID regulations and requirements, supervising all program staff and overseeing grant activities to ensure proper procedures are established and grant-management activities are in compliance with USAID regulations. In addition, s/he will oversee rapid response component as well as other key management and delivery of sub-grants and other training and STTA activities.
Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.
Oversee management, delivery and monitoring of sub- grants, trainings, and consultancies. And other inputs.
Responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity.
Oversee country office programming to ensure the effective and efficient delivery and implementation of projects in line with Pact’s and donors’ standards for program quality.
Serve as team leader charged with the day-to-day execution of the program; undertake the timely deployment of financial and human resources for program success and attainment of desired results/indicators. Ensure that all project deliverables are met in a high quality, cost effective and timely fashion.
Ensure that Pact continues to develop and strengthen programs based on strategic analysis of the local country context.
Ensure that at least Pact’s minimum Results and Measurement standards are in place.
Promote a learning environment within the country office that facilitates two-way learning with various stakeholders. Facilitate and /or participate in learning communities and task forces.
Coordinate/arrange all technical and capacity development assistance and training activities under the program.


As applicable, make periodic visits to field sites, to monitor the status of projects. Networking, Alliance Building and Collaboration


Ensure strong cooperation and collaboration with partners, donors, government, and other key stakeholders as a base for building/maintaining/expanding a sustainable country and regional program.


Coordinate and collaborate the Pact DC and Pact’s regional staff. Promote similar collaboration amongst local Pact staff.
Contribute strategically, through participation, in relevant, existing forums in building a vibrant civil society sector and influencing policy.
Maintain and expand senior external relations with government, community, civil society, and international stakeholders.
Represent local Pact operations to Pact DC.


Assure smooth flow of information from Pact DC to staff and vice versa.Minimum Qualifications


BA and at least 8 years of relevant experience (or equivalent) which 6 years should be direct field management, managing complex, high-speed and challenging field operations in developing countries.


Minimum of 5 years in country level senior management position supervising technical and finance staff.
Senior level technical DRG experience working in Transitional States. Highly preferred prior experience in Zimbabwe or Southern Africa.
In-depth knowledge of USAID and/or other donor regulations, systems and procedures

Preference for:
Advanced degree
Experience with grant management, preferably in-kind and small grants
USAID experience overseeing/executing projects with Rapid Response Component
Specific experience working with CSO’s in advocacy training and institutional capacity building
Experience managing large donor-funded programs with demonstrated capacity to create and/or maintain complex systems and procedures involving multiple implementation sites, multiple partners and diverse beneficiaries
Experience with activity design, development, and implementation.
Ability to provide the financial management and oversight necessary to successfully execute a large-scale program


Diplomacy and negotiation skills that demonstrate ability to collaborate and coordinatewith a range of stakeholders and complex priorities.


Fluent in English with proficiency in the local language.


Have strong management and leadership skills, including the ability to mentor staff
Previous experience working in rapid transition programs in insecure and/or politically volatile environments such as Africa, Southern Africa is highly desirable.


Experience in working with conflict sensitive programming, as well as economic growth activities
