OBJECTIVES OF THE PROGRAMME :
To develop and provide guidance and strategic direction for the management and use of strategic information in the area of immunization and new vaccines and to manage and disseminate such information in the Region; and provide support to Member States in Vaccine preventable diseases Monitoring/Surveillance and Evaluation, and Data Management.
To provide expertise and high-quality immunization services to all communities of the Member States of the African Region, in order to prevent morbidity, mortality and disability from diseases which are preventable through the optimum use of currently available vaccines and vaccines that become available periodically
Under the guidance of the IST/ESA IVE Focal Point; the incumbent will be developing and maintaining databases for use in the management of Vaccine preventable diseases in the ESA sub-region and supporting the development and strengthening of Regional and National Monitoring and Evaluations Systems.
Assists WHO Country Offices in Vaccine preventable diseases data management, in analyzing and interpreting collected data for reporting and decision making purposes, assist in the promotion of standard reporting of Vaccine preventable diseases information, monitoring, evaluation and documentation of vaccine disease prevention control interventions.
Will be responsible for Polio case-based and lab, Measles lab, Measles case based and Paediatric Bacterial Meningitis databases provides guidance and strategic direction for the management and use of strategic information for vaccine relevant diseases and to manage and disseminate such information in the sub-Region.
Description of duties:
1. Support the development and strengthening of sub-regional and National Monitoring and Evaluations Systems for Immunization and Vaccine Preventable diseases:
- Assist in developing Monitoring and Evaluation strategy, tools and promote standard reporting for Immunization and Vaccine Preventable diseases control Interventions;
- Assist to strengthen monitoring of National Immunization, Vaccines and Emergencies Programmes;
- Assist in the design and analysis of Surveys (Household community and Health facility Surveys) in the sub-Region.
- Represent IST/ESA IVE Monitoring and Evaluation Team at sub-regional, national, sub-national meetings as required.
2. Develop and maintain easily accessible/user friendly databases to record and analyse data for monitoring surveillance indicators in the sub-region and contribute to the development of an integrated sub-regional Database System.
- Collect, clean and transfer data from National Health Information Systems, into the Composite database;
- Ensure quality and coherence of the information received through surveillance exercises and update databases accordingly;
- Provide regular feedback to countries and inter-country programmes on routine data quality issues;
- Update and consolidate data and files necessary to feed a Regional Integrated Database System;
3. Contribute to capacity building at inter-country and country level in data management including creation and maintenance of databases;
- Assist to strengthen the capacity of Ministries of Health Staff and other relevant institutions to create and maintain databases;
- Provide assistance to countries and inter-country teams in analyzing and interpreting collected data for reporting and decision making;
- Assist in the promotion of standard reporting of Immunization and Vaccine Research and Development information.
4. Contribute to the preparation of routine or ad hoc reports and Monthly feedback bulletins.
- Assist to develop the data analysis plans for Monthly feedback bulletins s;
- Analyze data in consultation with supervisor and other team members for inclusion in the reports and for scientific publications in peer-reviewed journals;
5. Perform any other relevant duties as and when necessary within his/her technical competence

REQUIRED QUALIFICATIONS
Education:
Essential: University degree or Advanced Diploma in Informatics and Communication Technologies
Desirable: Training in public health data collection and management would be an asset

Ability to design and manage computer based applications and databases. Experience with Geographic Information System essential. Knowledge in at least one mapping software application
Experience:
Essential: At least two years experience in health information systems and data management services
Desirable: Working experience with WHO would be an asset.
Languages:
Excellent knowledge of English or French with a good working knowledge of the other language
