Job Summary
The Zimbabwe National Road Administration (ZINARA) is a body corporate established in terms of the Roads Act (chapter 13:18). The body which was established in 2002 has prioritised the enhancement of good road network system throughout the country. Its core business, in consultation with the Minister of Transport and Infrastructural Development is fixing road user charges and collecting such charges or any other revenue of the road fund.

ZINARA would like to recruit a visionary, innovative, strategic and results oriented person to fill the position of Finance Director.

The Principal Accountabilities
The successful candidate must demonstrate outstanding competences, proven track record and skills,in financial management and will have the following responsibilities amongst other things:
Advising the CEO, the Board and other stakeholders on financial matters of interest to ZINARA
Developing and execution of ZINARA's financial strategy.
Mobilising resources to support the mandate of the organization.
Implementing and monitoring internal controls as they impact on sound financial standards.
Preparation and Monitoring of budgets daily, weekly, monthly, quarterly and annually. Control of expenditure.
Management of cash flows of the Administration.
Disbursing funds and ensuring proper accounting for all disbursed funds.
Ensuring production of financial reports-daily, weekly, monthly and annually.
Managing and reviewing investments of the Administration-daily, weekly, monthly, quarterly and annually.
Recommending transactions and monitors expenditure within approved budgets.
Ensuring effective road fund management and utilisation.
Facilitating and promoting private investment into the road infrastructure sector.
Advising the Board on financial management policy.
Ensuring that the organization adequately prepares for external audits.

Requirements
Qualifications and Experience

The person must possess the following minimum qualifications and experience.
First Degree in Accounting and Financial Management or Equivalent
Must be a Chartered Accountant.
Master's Degree in Business Administration.
Minimum 10 years' experience at Senior Management level.
Must be at least 40 years old
