Job Summary
Review of Child Survival Strategy in Zimbabwe (2010·2015) and development of the new Child Survival Strategy (2016· 2020)

TORs
Background

The Government of Zimbabwe is committed to reducing child mortality and improving child survival and to this effect developed the Child Survival Strategy 2010-2015. This strategy is coming to the end and a new post 2015 strategy will need developing. The MOHCC is therefore seeking the services of a consultant(s) to facilitate the following;
Review the progress achieved in the implementation of the child survival strategy (2010-2015) in Zimbabwe,
Develop a re-aligned Child Survival Strategy with an implementation plan for Zimbabwe in line with the findings of the review and other emerging issues in the post 2015 development agenda including SDGs.

Duration of assignment: 30 calendar days

Specific Objectives
To assess the coverage of high impact maternal, new born and child survival interventions
and progress made towards achieving Universal Access in Zimbabwe ( EPI, Nutrition, Paediatric ART, IMNCI, HBB, IYCF, PMTCT, etc.)
Review the capacity building efforts in aimed at strengthening the health system for providing high impact and low cost priority interventions for women and children
To describe the active coordination mechanisms for child survival, organisation of child survival interventions and partner analysis.
Assess the programme efforts for community systems strengthening for MNCH services
Assess what mechanisms are in place to routinely monitor programme implementation
Develop a re-aligned Child Survival Strategy with a detailed implementation plan for Zimbabwe, taking into account the findings of the review, the post 2015 agenda for child survival including the Sustainable Development Goals and, Zimbabwe Agenda for Sustainable Social and Economic Transformation (ZIM-ASSET)


Requirements

Qualifications and Experience of consultants


Qualifications:
A Medical Degree with specialization in Public Health and / or Paediatrics and Child Health are preferable,

Experience:
Proven experience in conducting complex national programme reviews in a developing country setting, developing child survival strategies including implementation plans,
A clear understanding of the current status of child health in Zimbabwe and the national priorities for child survival would be necessary
Knowledge of the emerging child survival landscape post 2015
Good communication and writing skills
