Job Summary
Call for Proposals for the Consultancy on the Development of a Training manual for
Behaviour Change Facilitators (BCFs) on Gender Based Violence (GBV)

1. Background
The Government of Zimbabwe, supported by the United Nations Population Fund (UNFPA), is implementing the Integrated Support Programme, (ISP) for sexual and reproductive health (SRH), HIV prevention and gender based violence in Zimbabwe, in conjunction with Civil Society Organisations. The overall goal of the programme is improvement of women and girls sexual and reproductive health. One of the four priority areas of the programme is reduction of tolerance for GBV in the community and the key outcomes under this priority area include increased utilization of integrated combination HIV prevention, SRH and GBV services. Activities being implemented under the GBV prevention priority area include raising of community awareness of gender responsive laws and mechanisms, and women's rights, through a variety of means and channels appealing to both the young and adult populations. The home visit approach provides integrated HIV, and GBV services facilitating interpersonal communication with families, couples and individuals and issue referrals to the most appropriate HIV, SRH and GBVs services at low cost. The home visits are done by community Behaviour Change Facilitators within the districts who go through an Integrated HIV prevention, SRH and GBV Home Visit guide.

2. Purpose of the Consultancy
The purpose of the consultancy is to develop, design and finalize standard guidelines for the training of behavior change facilitators on key GBV prevention and the referral pathway.

3. Specific Objectives
The specific objectives of the consultancy are to:
  • Consult with relevant stakeholders in the area of Gender including government line ministries, civil society organizations and development partners in developing the guidelines.
  • Develop the Standard Guidelines, providing soft and hard copies of the draft and final versions.

Requirements

Qualifications and Experience of the Consultant
The consultant must possess the following:
  • An advanced Degree in Social Sciences or related disciplines or equivalent
  • Knowledge on gender concepts, gender based development approaches with a special focus on GBV
  • Experience in designing and implementing community - based jnterventions pertaining to SRH, Gender, HIV and related health interventions, with readily available examples of similar work.
  • Experience of developing gender operational frameworks.
  • Excellent written and verbal communication skills including quality report writing skills
  • Good understanding of Zimbabwe Government Gender equality frameworks and systems
  • In-depth understanding of the cultural context of GBV in Zimbabwe
