Job Summary
EMCOZ and ZCTU is a Consortium responsible for the implementation of HIV and AIDS workplace programmes under Global Fund Round 8 under the thematic area of prevention. The Consortium is a Sub -Sub Recipient (SSR) and under National AIDS Council (NAC) as the Sub Recipient (SR).

Project Title: Towards Universal Access: Addressing Critical Gaps in HIV Prevention, Treatment, Care and Support in Zimbabwe

Main Functions
Providing leadership to set up and implement an Monitoring & Evaluation system for the HIV / AIDS private sector response
Providing oversight for the implementation of the National HIV/AIDS Monitoring & Evaluation Framework which includes details of monitoring activities related to the Global Fund Round 8 grant.
Setting up data collection systems to ensure timely and comprehensive data collection, analysis and reporting to local and external partners.

Requirements
Key Responsibilities
Create and maintain a database for HIV & AIDS Work Place programme planning, monitoring and reporting in line with the National M&E Framework
Provide technical guidance on the alignment of HIV Work Place programme data collection and reporting to the national HIV and AIDS M&E System.
Provide technical support to the HIV Work Place implementing partners on the analysis and interpretation of programmatic data.
Organize and facilitate M&E training and other capacity development activities for implementing partners of the HIV Workplace programme.
Consolidate and analyze HIV workplace programme data to guide programme planning and implementation.
Carry out regular field visits to monitor progress and fund utilization
Document experiences and lessons learnt from the implementation of the grant
Ensure general compliance with the SSR/SR grant agreement
Identify operational research needs and develop Terms of Reference to conduct relevant studies with relevant partners.
Compile periodic reports as per requirement of the grant
Review evaluations reports and other relevant reports and develop technical briefs/ reports derived from these documents to guide management in decision-making.

Person Specification
Degree in social sciences, public health or development field (or equivalent) and at least 2 years of progressively responsible experience in Monitoring and Evaluation
Over 3 years' relevant HIV/AIDS experience in the private/public sectors at a national level.
Experience of supporting national Monitoring and Evaluation programmes.
Working knowledge of the Global Fund.
Strong commitment to HIV/AIDS and health systems strengthening. Good understanding of the HIV epidemic in Zimbabwe.
