MdM has been working in the rural district of Chipinge since 2005:
2005-2008: HIV-AIDS project
2008-2009: HIV- AIDS project + PHC project including provision of drugs, supervision to PHC facilities and response to the cholera outbreak to address the humanitarian crisis (health system about to collapse)
2010-2012: reorientation of the project since the situation has stabilized: SRH project with a focus on PMTCT, paediatric HIV, EmOC + a support to the epidemic surveillance
Mid 2012: end of MdM project in Chipinge District

Since 2011, the team mission leaded several assessments which conducted to identify the thematic of GBV as a real public health concern which could get worse during the elections planned for 2012-2013 .

In order to complete the information and define an intervention on this thema, an exploratory mission has been leaded on the high density area of Harare from the 20th /03 to 04th of April. The conclusions of this mission have confirmed the needs on the GBV thematic and highlighted the needs and the possibilities of action in a rural area – Mashonaland west (north of the country) – where different institutions expressed that the needs are huge and not covered.

A complementary exploratory mission is actually under way in order to define more precisely the needs and the actions to be implemented in this area. The General Coordinator is positioned to take over after the exploratory mission, to pursue on the implementation of the project defined.

TASKS AND RESPONSIBILITIES:

To implement a new project on the GBV thematic: the General Coordinator will have to ensure the overall representation, as well as the organization and then the coordination of the project and the team, in order to ensure that MDM projects in Zimbabwe comply with the organization mandate and that they are in line with their objectives as per agreement with donors/partners.

More specifically:
S/he takes part in the program planning's definition in relation with the desk/ associative referent and the technical service in HQ.
S/he is in charge of the program's technical assessments, supervises and organizes the implementation of the activities.
S/he pursues local funding opportunities and is in charge of writing funding proposals in coordination with the HQ teams.
S/he carries the financial responsibility of the mission and oversees/prepares the budget and budget reporting in coordination with the HQ.
S/he defines the human resources needs for the project. S/he recruits and manages the staff, organizes and provides where necessary training of core team members.
S/he represents MDM in relationship to (inter)national agencies, authorities and funding agencies.
S/he guarantees a good administration of the mission and supervises the process of signing an MoU with the authorities.
S/he identifies the right local partners based on predefined criteria and ensures smooth partnership by organizing regular program reviews with all program counterparts., to identify lessons learnt, constraints and recommendations
S/he is in charge of the security of the mission and of the assessment and analysis of the general context and ensures that HQ is informed upon necessities.

Experience and Skills:
-Strong commitment to the organisation and its values
-Previous experience as a Country Director or previous humanitarian experience with abilities in networking and team management.
-Ability to represent MDM with national authorities, humanitarian partners, the donor community.
-Ability to compile timely reports and to develop project proposals for funding.
-Ability to work in a multicultural setting and as part of a team.
-Previous experience in GBV/SGBV and/or HIV/AIDS projects would be an advantage.
-Previous experience in Southern Africa is an added advantage.
-Good analytical skills.
-Computer literate, particularly in MS Word and Excel.
Diplomacy, networking and skilled in conflict mitigation
