Medior Agriculture Advisor - Monitoring & Evaluation

Job Summary
SNV Netherlands Development Organisation is an international organisation working in 33 developing countries worldwide contributing to poverty alleviation. SNV·s approach involves capacity building of local institutions in chosen thematic areas. This is seen as a means of putting up sustainable structures that continue to address poverty post our interventions. SNV Zimbabwe has three main programmes in Agriculture, Renewable Energy and Water and Sanitation. In the agricultural sector, our aim is to contribute to improved food security and incomes for smallholder farmers. ln identified sub sectors, we use the value chain development approach, addressing bottlenecks along the production chain to ensure that the chain become more viable. To track the impact of our interventions, SNV requires an advisor to lead the M&E function. This will allow SNV to monitor the progress and success of its interventions and communicate authentic progress to its partners and key stakeholders.

Contract Period: One Year (With possibility for renewal)

The M&E Advisor will be responsible for:
Developing an M&E framework for the agriculture sub sector in line with SNV's "Managing for Results" Framework.
Selecting appropriate monitoring methods and developing or adopting monitoring tools for general and specific programmes and technical areas
Developing baselines for new interventions and longitudinal baselines for large and long term programmes
Developing plans and M&E matrices that are meaningful and can influence programme development
Interpreting donor M&E requirements and developing plans to ensure compliance
Providing support and feedback to project teams and support for programme evaluation and quality improvement
Mobilising stakeholders to participate in M&E of programmes ,
Analysing, presenting, and interpreting data for various audiences as appropriate ,
Implementing a monitoring and evaluation work plan for the programme, taking into consideration the donor and government requirements.

Requirements
Qualifications, experience, skills and knowledge
Holder of a Master's or PhD degree in the field of Agriculture, Development studies or Business/Economics fields.
More than five years relevant experience in rural agriculture development and familiarity with the rural development sector in Africa and Zimbabwe
Experience in Programme Design, Monitoring r& Evaluation of Agriculture projects r
Knowledge and experience with Intervention Logics, Iogframes and ZOPs
Familiarity with Value Chain Development and market development
Should be in possession of a clean Class 4 driver's license. `

Competencies
Strong facilitation and inter-personal skills
Up to date knowledge of international development M&E standards, e.g. DCED.
Knowledge and experience with intervention Logics
Computer literacy
A strong team player with excellent interpersonal and communications skills.
Demonstrated ability to transfer knowledge through training, mentoring and coaching
Fluency in English and excellent presentation and writing skills
